No one identified the creature in the comments section of this site, but on the CulverCityTimes Facebook page, Tara Pueblo Von Ins correctly indicated that "It's in the parking structure between Washington/Culver Blvd and Ince. Near Trader Joes." Right you are, Tara. All the trash cans throughout the Ince Parking Structure sport stickers featuring these starry-eyed nannies.
